Prepare sanded surface prior to installing with lacquer thinner or acetone. Use Marine Good (available at Home Depot) to adhere metal tile to ceramic surfaces. Follow instructions (use as contact cement) provided with Marine Goop. Or use any industrial quality thinset designed for tile over tile applications.
